CLEC in New York Looking to Share Verizon Fiber

There is a new CLEC in NY state looking to interconnect with Verizon. Verizon is asking for huge money for Fiber interconnection from CO to 60 Hudson street. Does anyone have an idea of a way they can share fiber cost with other CLEC who already have extra fiber capacity from Verizon CO to 60 Hudson Street, NY.  You can either post your response or send it to aelea@atlc.com.
